Welcome to Three Rivers

As Leader of Three Rivers District Council, I would like to thank you for showing an interest in becoming our next Chief Executive.

Three Rivers is a small District Council with a reputation for punching above its weight and achieving real benefits for our communities. We are consistently ranked as the best Council in Hertfordshire by the people that really matter – our residents. Earlier this year we took part in a successful LGA Peer Challenge, which recognised the Council’s strong financial position, effective partnership working and services ranging from good to ‘truly exceptional’. The Council benefits from motivated staff, with very low levels of sickness absence, and popular and effective development programmes. Relationships between officers and elected members are strong and together we work well to the benefit of the Council.

Located on the border of London, yet surrounded by countryside, the District benefits from a number of vibrant individual communities, each with their own character. However our location throws up its own challenges. In an area of high housing costs, with good transport links and surrounded by Green Belt, we need to ensure we plan for the homes we need in the places that can support them. As one of the first Councils in the country to declare a climate emergency, we are expanding our award-winning sustainability projects, so that the Council leads, rather than follows, on the environment. And as a smaller Council, we are focusing on improving our asset base and increasing our income.

We are committed to enhancing the quality of life of our residents. Whilst Three Rivers is one of the more affluent districts in England, we do have a number of areas of deprivation and residents in crisis. Addressing both the causes and effects of poverty are a priority for the Council. We are active participants in projects that support our vulnerable residents, from young people at risk of being drawn into crime, to victims of domestic abuse.

Our relationships with businesses, the voluntary sector and other public services are very important to us and our communities. Our new Chief Executive will have the abilities and confidence to continue these relationships and build new ones.

The Council is ambitious for the future. We are building high-quality affordable homes through joint ventures with local housing associations and are halfway through a six-year regeneration project for the former GLC estate in South Oxhey, which is developing hundreds of homes, providing many new jobs and revitalising the town centre and community facilities.

So are you up to the task of taking Three Rivers forward? We are looking for a Chief Executive who will take on the different challenges that the Council faces, increasing our commercial focus and continuing to develop a digitally enabled Council, whilst ensuring that our residents and businesses receive the high quality services that they are used to and none of our residents are left behind.
